KIRA Report

In a recent report, Philip Fox (KIRA), Monika Schnitzer (LMU) and Daniel Privitera (KIRA) look at AI computing infrastructure in Germany.

Key findings:

  • Germany’s share of global AI compute is at risk of declining dramatically over the next years. 

  • A possible AI Gigafactory – currently the largest announced data center in Germany – would be at least 50x smaller than the world’s largest announced clusters.

  • Overall, the data centers currently announced in Germany would be far from sufficient to close the projected demand gap.

  • An ambitious shift in direction is possible — but only if the Federal Government makes AI compute a cross-cutting priority.

Recommendations:

  1. Expand AI training and inference capacity according to strategic priorities

  2. Create political enablers, e.g. centralized steering and trade diplomacy to guarantee GPU access

  3. Secure cheap, reliable energy

  4. Accelerate data center planning and permitting

  5. Ramp up data center security

  6. Strengthen the domestic AI ecosystem

AI Boot Camp for Policymakers
